JANE'S DEFENCE WEEKLY - JULY 09, 2003

Turkey, US remove snags in stalled helicopter deal

The long-running negotiations between Turkey and Bell Helicopter-Textron over the acquisition of 50 AH-1Z Super Cobras appear to have resolved differences that stalled the project (Jane's Defence Weekly 11 December 2002). The Turkish government now hopes to make a final decision by September.
Local prime contractor Turkish Aerospace Industries (TAI) and Bell officials have resumed discussions after TAI agreed to assume responsibility for the customisation of the AH-1Z to Turkish specifications and the Turkish General Staff (TGS) dropped its request to replace the helicopter's skids with wheels. Bell has argued that as the sub-contractor it did not want to assume technical and financial responsibility for changes in the helicopter's specifications made to provide work for Turkish industry.
Industry sources told JDW that 90% of a major subcontracting accord between TAI and Bell has been agreed. They added that Turkey's Defence Industries Undersecretariat (SSM) will resume negotiations with TAI and Bell this week over the price, another critical area that has stalled the project. The decision by the TGS to retain the skids rather than develop a wheeled landing gear will reduce the unit price by $2 million, defence industry sources told JDW.
Turkey has also agreed to a Bell proposal made in August 2002 to reduce the unit cost from $53 million to $45 million if Turkey accepted seven aircraft from the US production line in US Marine Corps configuration followed by the local production of the remaining 43 aircraft. The eighthand subsequent helicopters will be produced at the TAI facilities in the Turkish configuration. The seven US-built aircraft would later be modified to the full Turkish configuration.
"This procurement model will allow the Turkish Land Forces Command to gain time from the longer process of the production of the helicopters with unique Turkish requirements," said TAI sources. It will also allow Turkey to spread the payment over a longer period although this carries the risk of inflation increasing the overall cost.
The TGS has yet to decide over which equipment it will acquire through the US Foreign Military Sales (FMS) programme. Turkey earlier turned down a US government offer of an FMS sale of 50 AH-1Zs in a bid to break the deadlock over the project.
Once SSM concludes talks with Bell it will also consider a Russian offer to supply the Kamov Ka-50-2, said TAI sources. In September 2002 Ankara asked Rosoboronexport arms export agency to provide updated pricing information on the Ka-50-2. Kamov has offered to supply the helicopter at a unit price of $38 million in addition to establishing an offset agreement under which Turkey would co-produce the Ka-115 light utility helicopter, with 100% technology transfer and permission to conduct third-party sales of the aircraft (JDW 25 September 2002).
The TAI and SSM evaluation of the US and Russian offers are expected to be delivered to the TGS before September. If the AH-1Z project is finally approved the Bush administration would then be able to ask Congress to approve the sale before it goes into recess on 1 October.
