Как я понял, суть в том, что премьер-министра неоднократно просили отменить воинское приветствие в больших городах, поскольку там много офицеров. Черчилль отказал, сославшись на пример русских, которые тщательно салютуют, что и позволило их армиям выстоять в суровой войне.
On 22Apr43 the Prime Minister was asked if he would abolish saluting in London and other large cities because of its embarrassing frequency. His answer was probably aimed at left-wingers who did not like the elevated position of officers. WSC: "No, Sir. A salute is an acknowledgment of the King's Commission and a courtesy to Allied officers, and I do not consider it desirable to differentiate between one city or town and another in this matter." On 16May44 he was asked if it were really a breach of discipline to fail to salute when off duty. WSC: "I do not consider it desirable to attempt to make the distinction suggested. If my honourable friend had an opportunity during the war of visiting Moscow, he would find the smartest saluting in the world. The importance attached to these minor acts of ceremony builds up armies which are capable of facing the greatest rigours of war."
