Цивилизация имеет возможность испытать и развить новые технологии проживания граждан до возведения надводно-подводных городов на Венере-2.
На Земле-3 до её консервации существует уменьшающийся потенциал акватории в 2/3 планетарной поверхности, со временем планета потеряет всю воду - но сейчас есть все возможности для отработки новых технологий (Data about water on Earth-3 for Venus-2 https://www.stihi.ru/2014/07/03/8534).
Программа Миграции рассчитана на БАЗОВЫЙ МИНИМУМ ЧИСЛЕННОСТИ КОЛОНИИ в 200 миллиардов человек, это значит, что все ресурсы рассчитываются в ИСКЛЮЧИТЕЛЬНОЙ ЭФФЕКТИВНОСТИ ИСПОЛЬЗОВАНИЯ, при этом качество перемещения на столько великолепно, что многие граждане не хотят переселяться на планету из комфортных космических кораблей.
Кроме высоких технологий безусловно потребуются планетарные ресурсы, среди которых можно выделить в отдельную категорию - ресурсы по металлам и мощности их трансформации в композиты.
На законсервированной планете останется и будет действовать Цивилизационный научный (в первую очередь) корпус-форпост, поэтому многие ресурсы останутся для поддержания подземной инфраструктуры (трансматериковые скоростные метрополитены, водные резервные коммуникации и др.)
