OECD says China overtaking Japan in research spending

China should surpass Japan this year to become the world's No. 2 investor in research and development after the United States, the Organization for Economic Cooperation and Development said Monday.
China is expected to spend just over US$136 billion (ВЂ102 billion) on R&D in 2006, passing Japan's forecast US$130 billion (ВЂ98 billion), the Paris-based OECD said in a report on world technology trends.
"The rapid rise of China in both money spent and researchers employed is stunning," Dirk Pilat, head of the OECD's science and technology division, said in a statement.
China's research spending has been driven by an economy that is growing at a rate above 10 percent.
Companies are spending heavily on trying to develop profitable new technologies in areas from telecoms to biotechnology. The government is helping to finance research in an effort to win prestige for breakthroughs and reduce reliance on foreign know-how, which communist leaders regard as a strategic weakness.
China's research and development spending as a percentage of its economic output more than doubled from 0.6 percent in 1995 to just over 1.2 percent by 2004, the OECD said.
It said research spending is expanding at an even fast rate than overall economic growth.
The 30-nation OECD includes the United States, Japan and most European Union members. China is not a member.
