Вот, 1932 год, кабинет министров Великобритании рассматривает записку:

A MILITARY APPRECIATION OF THE PRESENT WORLD SITUATION.

MEMORANDUM BY THE SECRETARY OF STATE FOR WAR.

For France, in particular, the maintenance of the status quo is a matter of life and
death. She managed almost by a miracle, as it must seem to her, and by the powerful
help of her allies, to defeat her hereditary foe in a most exhausting war and at an
appalling price. She realizes that, however great her military efforts in the future, the facts of population and industrial efficiency on the German side will ultimately weigh down the scales against her if and when Germany is allowed to regain her complete
freedom.
