Чтобы не быть голосовным, приведу фрагмент (он в общем-то топичен :)),

А в данном фрагменте Азимов утверждает, что даже комбинация сильного генерала с сильным императором в условиях упадка империи не дает ничего хорошего генералу и, в общем-то, обезопасивает конкурента на окраине :)
