Matthew Aaron Llaneza, 28, allegedly parked a SUV containing the device beneath an overhang of the Bank of America building at 303 Hegenberger Road, not far from Oakland International Airport, with the intention of bringing down the entire structure, federal authorities said in a criminal complaint.
His stated goal was to "trigger a governmental crackdown, which he expected would trigger a right-wing counter-response against the government followed by, he hoped, civil war," according to the complaint. Court records stemming from a 2011 weapons conviction show the one-time Marine likely suffered from mental illness that included bouts of paranoia, suicidal tendencies, hallucinations and voices in his head, and he had a vast working knowledge of weaponry.
