Rafale poised to clinch Brazil's FX-2 fighter contract

Dassault Aviation's Rafale has won the Força Aérea Brasileira (FAB) FX-2 fighter competition, French industry sources have told Jane's ahead of an expected official announcement.

The news that Dassault has secured its first export order for Rafale followed the official announcement made in Brasilia on 7 September that France and Brazil have begun final negotiations for the purchase of 36 aircraft, with the deal expected to be finalised in early 2010.

Brazilian President Luiz Inacio 'Lula' da Silva told Agence France Presse on 5 September that the French package of technology transfer options gave Rafale an "exceptional comparative advantage" in the tender.

"A country of Brazil's importance cannot buy a product from another country without technology transfer," Lula said prior to the arrival on a two-day state visit of French President Nicolas Sarkozy. "France has shown itself to be the most flexible country in terms of transferring technology and, evidently, this is an exceptional comparative advantage."

French industry sources said that FAB would receive the standard French Air Force (Armée de l'Air) F3 avionics configuration, which would also be equipped with the Thales RBE2 active electronically scanned array (AESA) radar.

In return France will purchase 12 Embraer KC-390 cargo/airborne tanker aircraft, which is currently in development. Purchase of the KC-390 is seen by France as a means of covering all eventualities given the uncertainties surrounding the Airbus Military A400M medium-lift transport aircraft programme. However, the KC-390's operational specifications call for it to carry lighter loads than the A400M.

Sarkozy's visit to Brazil was expected to finalise plans for the procurement of four Scorpène-class submarines, 50 locally assembled EC 725 helicopters and an agreement for joint French-Brazilian development of a nuclear submarine.

Dassault and Saab, which has proposed the JAS 39 NG Gripen, had been seen as the two most likely to win the competition because of their generous offers of work packages for Brazilian industry and technology transfer.

Boeing's F/A-18E/F Super Hornet was the third contender but US technology transfer restrictions have come in for strong criticism by Brazilian military and industrial officials.

Final reports on the FAB evaluation of the three aircraft are expected on 23 October.

All three aircraft are also competing in the Indian Air Force's (IAF) Medium Multi-Role Combat Aircraft (MMRCA) programme along with the Lockheed Martin F-16IN, Eurofighter Typhoon and MiG-35. By the end of October flight trials of all but the Gripen NG and MiG-35 should be completed, with the latter two aircraft entering flight evaluations in the second quarter of 2010, according to European and US industry sources.
