JANE'S DEFENCE WEEKLY - AUGUST 03, 2005

Iraq boosts forces with 36 helicopters

GRZEGORZ HOLDANOWICZ JDW Correspondent
Warsaw

The Iraqi Air Force (IQAF) will have added 10 medium troop lift, two medium twin-engine and 24 tactical transport helicopters to its fleet by the end of 2005 in a substantial boost to its forces.
Bumar of Poland has revealed that the Iraqi Ministry of Defence (MoD) ordered 10 new-build Mi-17V-5 (Mi-8MTV-5) transport helicopters in February.
The Mi-17V-5 can carry up to 36 troops. One helicopter will be fitted for VIP passengers and all 10 are expected to be delivered by the end of August. Seven of the new helicopters came from the Kazan factory and three from the Ulan Ude production line.
The Mi-17V-5 contract was signed days after the MoD cut the order of WSK PZL Swidnik PZL W-3WA Sokol medium twin-engine helicopters from 20 to two.
At the same time as the Sokol order in December 2004, the MoD also ordered 24 second-hand Mi-17-1V (Mi-8MTV-1) tactical transport helicopters under a contract believed to be worth USD50 million to USD60 million. They are expected to be delivered by November.
The Mi-17-1V helicopters, manufactured between 1974 and 1992, were purchased from Russia and refurbished by Saint-Petersburg Aviation Repair Company (SPARC): the world's largest overhaul facility for the Mi-8/-17 family of helicopters. SPARC has a strong customer base and is working with all major users of Mi-17 helicopters.
The purchase of the M-17-1V and Mi-17V-5s was a direct consequence of a visit to Poland by Iraqi interim President Sheikh Ghazi Ajeel al-Yawir in September 2004. He requested "the delivery of some 40 transport helicopters as quickly as possible".
IQAF Commanding General Kamal Abdul Sattar also raised the issue when he visited Poland in 2004.
The urgent delivery requirement was a key factor in the decision to offer second-hand helicopters that, after general overhaul, could be available in three months instead of a minimum of 12 months.
The price of the second-hand helicopters was also roughly half that of the new aircraft.
Bumar sources told JDW the first four helicopters (produced between 1978 and 1983) were ready in March. An MoD and air force inspection team arrived in May but despite a "complete and fully successful acceptance procedure" they announced they had not received authorisation to take over the helicopters.
Eight out of 24 Mi-17-1Vs and three Mi-17V-5s are yet to be delivered.
