You have good eye and document analyses critics. Most of RKKA movments in May, June 1941 were the movments to agression on Germany in July 1941, when you read Mieltiuchov edited in 2002 in Russian (Upuszczonyj szans Stalina" you can find much more for support your opinion then against it.
also look at the new version of memories written by Rokossowski (added sentence scrached by the censors). He exactly wrote that concentration of aviation units on the border in his opinion was a preparation to big jump ahead. Rokossowski was commander of 9. Mechanized Corps in Kiev SMD before 22 VI 1941.
This year in Poland I have edited quite long story about "Red Blizkireg. Stalin Invasion on the Germany in July 1941". This is about VVS RKKA aviation movments and aviation action both side Soviet-German before 22 VI 1941.
And I belive that Stalin could attacked Hitler in July 1941, he had no other choise. Hitler realised the red danger and attacked first on Stalin.
For me it was obvious that you did not transfer for example full 16 Army form Asia (ZabMD) to Ukraine only to show their young soldiers nice pictires of Ukrianian soils (Shepietovka zona) and colour floures.

Each VDK got before 22 VI 1941 to their air transport one air regiment of TB-3 for use their use. It was according order No 0034 and the TBAP: 1., 3., 4., 7., and 250. were attached to each wozduszno-desantny korpus.
250. TBAP was in the transfer form Zabajkal MD to Odeski MD.
