US Grants Russia 'Market Economy' Status

WASHINGTON (Reuters) - The U.S. Commerce Department (news - web sites) said on Thursday it has recategorized Russia as a "market economy," potentially allowing Russian exporters to receive more favorable treatment under U.S. anti-dumping laws.
In a statement, Commerce said it would backdate the new status for Russia to April 1 of this year.
Russia was previously categorized as a "non-market economy," which meant Commerce could not use Russian domestic prices when calculating anti-dumping duties on imports from the former Soviet republic.
Instead, it had to use prices from a third country to calculating dumping margins.
