И вот что в нем написано. "Постоянно недоедающие 38 млн. чел." - это, на самом деле, те, кто в докладе обозначен как "food insecure". То есть, недостаточно обеспеченные питанием. Из них временами испытывали голод 10.7 млн. чел.
И попали в эту категорию "food insecure with hugner" те, кто хотя бы раз в год испытывали трудности с питанием, которые исследователи классифицировали как "голод". При дневном измерении (в декабре 2004 г.) голодающими оказались только 0.5% -0.8% домашних хозяйств (против 3.9% домохозяйств по приведенной выше оценке).
Вот тебе и "постоянно недоедающие".
В "голодающие семьи без детей" попадали те, кто давал 6 и больше положительных ответов на вопросы:
