На 90% уверен, что такая речь была

Вопрос в том, как найти ее источник в текстах и докуменатх. Но за то, что речь была, говорит ее цитирование в нормальной биографии Черчиля, написанной отнюдь не маргинальным историком.

Предлагаю вам приаттачить полученный вами ответ и запросить по мылу уже непосредственно архив. Спросите сначала просто, есть ли текст речи Черчиля от 21 декабря 1959 перед палатой Общин. Я бы и сам спросил, но не хочу дублировать.
