Myanmar reports delivery of Mig-29s

There are early signs that a US$130m arms deal done in August 2001 between Myanmar and Russia is bearing fruit. Unconfirmed reports suggest that up to six of the 10 MiG-29 combat aircraft ordered to rival Thailand's acquisition of F-16s arrived at Shante Air Base in Meiktila in central Myanmar in December 2002, with the remainder due to arrive in February. However, other sources based in Moscow suggest deliveries may have begun earlier, with four aircraft delivered in 2001 and up to six during 2002.
It is expected that the Myanmar Air Force will need substantial continuing support from the Russians in order to bring the aircraft into effective service, including pilots for flight training. There are also reports of Chinese and French military engineers at the base along with the Russian complement, though a French embassy official told JIR he had "no knowledge" of any French presence there.
The military junta is also enjoying warm relations with Beijing. Chinese and Myanmar leaders, celebrating their 'fraternal' relationship, have recently exchanged visits, with General Than Shwe, the chairman of the State Peace and Development Council (SPDC) spending six days in China in early January. Chinese Vice-Premier Li Lanqing repaid the compliment with a visit to Yangon on 14 January. While General Than was in Beijing, there were reports that three fully covered military trucks, thought to be carrying military equipment for the air force, crossed the Myanmar-China border and were seen heading towards the Meiktila base.
The weapons systems deliveries gave muscle to General Than's independence day speech on 4 January in which, against a background of ethnic strife that he blamed on imperial 'divide and rule' tactics, he emphasised the need for national unity to protect state sovereignty. Also commemorating Independence Day, veteran politicians of the struggle for independence called on the SPDC and the National League for Democracy, the party that won the 1990 multiparty democracy general elections, to hold a meaningful political dialogue as soon as possible. This would be followed by a tripartite dialogue including the leaders of the 'national races', to break the 'political impasse'.
Meanwhile fighting goes on between government forces and the Karen National Union (KNU) guerrillas, with reports of 10 SPDC soldiers killed in four days of intermittent fighting from 5 January and two SPDC soldiers killed in a clash 13 January close to Tenasserim Township near the Thai border. The anti-government Democratic Voice of Burma (DVB) reported that in the Tenasserim clash, SPDC reinforcements swiftly arrived and arrested 100 villagers to use as porters to assist in the search for rebels. The KNU is now the largest ethnic rebel group fighting the authorities as most of the other groups have made deals with the government.
The DVB also reported that on 8 January Thai army commanders met secretly with the Myanmari military at Kamapalaw army base to discuss the border situation, a sign of what one source told JIR marked "more normalised" relations.
However, with more than one million Myanmari - mostly Karen - nationals living in Thailand, and more than 100,000 in refugee camps close to the border, the use of Thai territory by Karen rebels continues to strain relations between the two sides, though the Thai authorities have recently been sending some of those wanted by the SPDC back across the border to Myanmar.
