Да? Образованный генерал мог и процитировать.
НО юмор чисто английский.
Типа, "надо расформировать шотландские части, т.к. порванные картечью волынки слишком дорого обходятся казне"
(что аукнулось много позже другой шуткой: "Стрелы стоят денег. Пошлите на них ирландцев")
Из той же серии:
"Не знаю как противник, но я этих негодяев (своих солдат) боюсь".

Английские шутки все выстраиваются в исторические цепочки, которые бывает интересно проследить.

О, спасибо!

Я думал, Вы про фразу генерала Кромвеля.
Наш генерал, конечно, вряд ли бы стал Шекспира цитировать. За него журналист придумал.

Вспомнил еще, из "Генриха IV":

Принц: Однако скажи, из чьей части эта рвань, которая плетется сзади?
Фальстаф: Из моей, Гарри, из моей.
Принц: Я никогда не видал более плачевного сброда.
Фальстаф: Тише, не кричи. Обыкновенная мишень для копий. Пушечное мясо, пушечное мясо (food for powder). Могилу они наполнят не хуже других

Тоже тот же тип юмора. Вообще, не было бы Шекспира, где бы он был, этот английский юмор? :-)

Т к это переделка староанглийского, встречаются варианты, напр

And let all sleep? while, to my shame, I see
The imminent death of twenty thousand men,
That, for a fantasy and trick of fame,

Whereon the numbers cannot try the cause,

Или в русском переводе:
