В сильную и продолжительную метель/дождь за пару-тройку суток может выпадать несколько среднемесячных норм осадков... 2 месячных нормы за сутки метели сплошь и рядом...

Yokota Air Base officials have announced that many base facilities will not open tomorrow due to an expected snow storm. As much as 12 inches of snow is expected to hit the area, according to Accuweather.com.

All schools, day care centers and most shopping facilities are among the closures.

1) Проишествие имело место на 15 февраля 2014 года - лента.ру проснулась только сейчас потому что статья на Star&Stripes обновилась 7 мая, видимо оценили ущерб на этот момент...
