A world leader in security consulting, ICTS (International Consultants on Targeted Security) was founded in 1982 by a select group of Israeli business people, former military commanding officers and veterans of government intelligence and security agencies, as a privately owned company dedicated to the provision of security services. With the advent of widespread hijacking in the late 1960s, airports and airlines emerged as prime targets for terrorist activities, mainly due to their vulnerability and the relative ease of attack. In the 1970s and ‘80s terrorist activity expanded to include ground attacks on airport runways or inside terminal buildings and the use of explosive devices to destroy aircraft in flight. In September 2001, the world witnessed the return of airliner hijacking with its unprecedented horrific consequences.
ICTS International has developed expertise to counter aviation terrorist activity through a combination of interpersonal evaluation and screening of passengers integrated with the use of advanced equipment for passenger and baggage device detection. The technique for screening passengers was initially conceived and designed in the early 1970s by the security departments of El Al Israel Airlines and Israel’s principal airport, Ben Gurion International, in response to threats and acts of terror against Israeli passengers, airplanes, and airports.

Organizational History
