"A Russian radar station is seen in Lourdes, about 12 miles south of Havana, Cuba in this Oct. 17, 2001. Russia will start to dismantle the radar base on Jan. 15, the Defense Ministry said Saturday, Dec. 29, 2001. The radar facility was created in 1964 after the Cuban Missile Crisis as a spy base for monitoring U.S. military moves and communications"
