Indian Navy faces delay to Scorpene project

The Indian Navy has confirmed that the indigenous construction of six French-designed Scorpene submarines is likely to be hit by delays.

Commander Nirad K Sinha, the Indian Navy's official spokesman, told Jane's on 29 May that he could "neither confirm nor deny" reports that a delay in receiving technology from France would hold up the USD3.5 billion project by one year.

However, he added: "There could be a little delay - this is a submarine construction programme of considerable size; there are likely to be ups and downs."

The deal to produce the submarines under licence at Mumbai-based Mazagon Dock was signed in 2005 between French company DCNS and the government of India. Under the contract the French company agreed to transfer technology and expertise to the Indian shipbuilder.

Deliveries were scheduled to begin in 2012 and continue at the rate of one boat per year until 2018-19. The deal was expected to be followed by an order for a further six submarines for which the Indian Ministry of Defence is anticipated to issue a request for proposals for procurement later this year to Germany's HDW for the U212/U214; to Russia for the Amur-1650, the export version of the Lada-class submarine; and to DCNS for further Scorpenes, although this time using air-independent propulsion technology.

However, any delay to the procurement of the Scorpenes is likely affect this schedule.

The IN currently operates 16 diesel-electric boats, including 10 Russian 'Kilo'-class submarines, four HDW Type 1500 SSK boats and two Foxtrot-class submarines. Only nine of these will still be in service by 2015, making the Scorpene crucial to the navy if it is to maintain a credible presence in the Indian Ocean.

Очередные обычные новости об индийском рrocurement'е

Если вкратце и разжевывая - вдруг выяснилось, уважаемый Николай Красковский, что никаких Scorpen в 2012-2017 гг не будет, а будут они строиться индуями нудно и долго, и неизвестно когда в итоге будут окончены. Какой сюрприз! Какой сюрприз! Пока что, пока до строительства по сути дело не дошло, виновато у индийцев, конечно же, DCNS. Как дойдет до строительства - появятся еще тысяча причин.

как я понял, официальный представитель ВМС Индии не опроверг и не потвердил (т.е. подлтвердил) слухи о том, что некие сложности с передачей технологий из Франции могут остановить на кокакое-то время реализацию проекта по постройке шести ДПЛ "Скорпен".
ИМХО там как всегда в Индии проблема не столько с передачей, сколько с освоением технологий
