N. Korea Claim 'Myth'
MOSCOW (AP) -- Defense Minister Sergei Ivanov on Thursday dismissed allegations of leaks of sensitive Russian weapons technologies to North Korea, calling them a "myth."
Ivanov's statement followed an article Wednesday in Jane's Defense Weekly that said North Korea had developed a new missile, based on Russian know-how, that could enable it to threaten the continental United States.
"I can assure you that Russia has never delivered anything that is illegal or banned to any country, including North Korea," Ivanov said on a trip to Kyrgyzstan, Interfax reported.
"We know who is involved in creating North Korea's nuclear program," Ivanov said, without elaboration.

$18.3M to Scrap Subs
TORONTO (AP) -- Canada has agreed to spend $18.3 million to help Russia scrap three Cold War-vintage nuclear submarines, Canadian Foreign Minister Pierre Pettigrew said.
The agreement says Canada will eventually help dismantle 12 of the Victor-class subs at a cost of $75 million. Russia has 56 retired submarines awaiting disposal in the Barents Sea region, the Canadian Foreign Ministry said.
Canada's contribution is part of a $15 billion program to help dispose of Russian nuclear weapons and materials.
"Spent nuclear fuel in Russian submarine reactors presents an international security risk and an environmental threat to the Arctic and Barents Sea," Pettigrew said Wednesday.
