И кстати
Как явствует из статьи "Europe considers ending Chinese arms embargo" в JANE'S INTELLIGENCE REVIEW, JUNE, 2004 речь в 1998-2001 гг, судя по всему, шла не о лицензии со стороны Rolls-Royce китайцам НА ПРОИЗВОДСТВО в КНР двигателей Spey, а о выдаче правительством UK лицензии Rolls-Royce на ПОСТАВКУ в КНР 80-90 готовых двигателей. Т.е. немного другое значение слова "лицензия".
