Top PLA Officers Accused of Spying for Taiwan

Straits Times, Apr. 16, 2004

Several high-ranking People's Liberation Army (PLA) officers have been arrested on suspicion of spying for Taiwan, it was reported yesterday.

According to the Chinese-language Sing Pao Daily News, those arrested included the head of the PLA Air Force Command College, Major-General Liu Guangzhi, 57; his deputy, Major-General Li Suolin, 52; and more than 10 of their subordinates.

They were believed to have provided top-secret information about the deployment of the PLA air force's Sukhoi-27 and Sukhoi-30 fighter jets to the Taiwanese military, the Hong Kong paper quoted sources as saying.

It added that the arrests took place around March 20, the day of Taiwan's presidential election.

News reports said Maj-Gen Liu, the alleged mastermind of the spy ring, had attended the annual session of the Chinese People's Political Consultative Conference and the National People's Congress early last month, but had not been seen since then.

The paper said the Central Military Commission, China's top military body, had appointed the commander of the PLA 9th air force in Xinjiang, Maj-Gen Zhong Wanfu, to replace Maj-Gen Liu.

This was the second time in recent years that top military officers had been caught spying for Taiwan.

In 1999, two high-ranking officers from the PLA's Logistics Department were arrested and later executed for selling secrets to Taiwan.
