IRAQ: Capital: Baghdad (Phase IV). PHASE V is in effect in the following governorates: Al Anbar, Diyala and Wasit. PHASE IV is in effect in the rest of the country. Barring missions to Umm Qasr port from Kuwait border of Camp Khor, cleared on a case-by-case by the Designated Official, international missions are not normally approved for Iraq. Umm Qasr missions will be conducted in armored vehicles with each staff member equipped with a handheld VHF radio, body armor, helmet and certificate of completion of staff safety & security CD. Further restrictions can be implemented depending on the security situation.
