Production of the Pz bef wg III ausf E began in July 1939 when an order was placed for 45 vehicles based on the Pz III ausf E chassis. A number of changes were made to the original vehicle to enable it to fill its new role.
The tank was stripped of its main armament to accommodate the various radio equipment to be housed in the turret. A dummy gun resembling the 3.7cm KwK L/45 was bolted into position. A ballmounted MG 34 was fitted to its right with a dummy MG placed between the two. This was all done in order to disguise the vehicle, making it less of a target on the battlefield. Various extra pistol ports and vision ports were added, most noticeable was the pistol port, which replaced the bow MG.
Extra aerials were obviously required, most noticeable was the large frame aerial mounted on the engine deck, which was the most distinguishing feature of the vehicle.
In November 1940 an order was placed for a further 145 vehicles, this time based on the Pz III ausf H chassis. Due to shortcomings found with the ausf E, armour protection was increased from 30mm to 60mm with the addition of bolt-on armour. A dummy 5cm KwK L/42 gun was also added.
