South Korean soldiers put a camouflage net on an armoured vehicle during a training excercise in Goyang, about 35 km (21 miles) north of Seoul, on January 13, 2003. The top U.S. envoy for Asia said on Monday that Washington was willing to talk to North Korea and would even address its energy shortage if the nuclear crisis could be resolved.
