German armoured vehicle manufacturers are lobbying in Bonn and
Washington to promote a joint US-German future main battle tank
(MBT) development.

The plan would be to replace both the US General Dynamics M1 Abrams
and German Krauss-Maffei Leopard 2 families by a common,
two-man-crew tank, possibly in an all-electric configuration with
electric drive, electro-thermal gun and fully integrated active
armour.

According to German industry sources, the USA is the "natural
partner" for a collaborative MBT development programme because other
Western tank producers, such as France, Italy and the UK, have just
begun fielding new MBT generations.

"Only the Americans will have a need in the same timeframe as us,"
German sources said. "There are several prerequisites for a
US-German partnership; one is a strong will from both governments.
If there is no will, there is no MoU and no funding."

To bring about the required support, German industry is currently
"trying to influence" the German Government in Bonn while there are
"also some steps being taken in Washington", a senior industry
official told Jane's Defence Weekly.

The comments are being made at a time when German industry is about
to complete four parallel preliminary studies into technology
concepts for the German Bundeswehr's Neue Gepanzerte Plattforme
(NGP) programme for a new generation of armoured vehicle platforms.

The studies, under contract from Germany's Bundesamt fur Wehrtechnik
und Beschaffung procurement agency, are being carried out by
Henschel Wehrtechnik, Krauss-Maffei Wehrtechnik, MaK System
Gesellschaft, Rheinmetall and Wegmann & Co.

They are focusing on common modules "across the board" (including
power pack, transmission, suspension and other subsystems) which
could be employed for the NGP programme, industry officials
explained.

The study results are due by January next year after which the next
phase of studies will be initiated. The so-called
Taktisch-Technische Forderung document, the prerequisite to start
project definition, is planned for 1999.

NGP identifies three commonalised categories of platforms: category
A - MBT, initially with 140 mm main gun; B - armoured infantry
fighting vehicle; and C - general platform, to be used for air
defence, logistic support or artillery observation.

Based on current budget forecasts and the life cycle of existing
vehicles, the Bundeswehr plans call for the Category B platforms to
enter series production from 2009 to replace the Marder fleet.

The Category A (MBT) platform will be needed from 2012, taking into
account that the improved Leopard 2 A5 has a lifetime up to 2015.

"The thinking is: you have to expose an infantry group to the same
threat as an MBT. So instead of putting more armour on an AIFV
[armoured infantry fighting vehicle], why not adopt a common
approach resulting in a commonalised 50-tonne armoured platfrom that
serves as the basis for all three categories," a Krauss-Maffei
official said.

"A main objective of the studies is to reduce the tank crew which is
exposed to the enemy from four to two," he added. "Under the
Versuchstrager 2 x 2 study we did with the German Army we used two
crews of two, allowing a crew change every 12 hours so that the tank
would remain operational almost non-stop."

The Krauss-Maffei Leopard 1, operated by 10 countries, and the
Leopard 2, which is used by five European nations, have become the
most widely used MBTs in NATO outside the USA.

The USA has had no success in penetrating the European market with
its M1 series MBT.

Attempts to standardise some key components have been more
succcessful with the German Rheinmetall 120 mm smoothbore gun,
orginally developed for the Leopard 2, now being fitted in a
modified form to the General Dynamics Land Systems.

- The first Leopard 2s for Sweden are to be handed over to the
Forsvarets Materielverk defence materiel administration on 19
December.

The vehicle has recently been undergoing electro-magnetic
compatibility trials in the anechoic chamber at Krauss-Maffei near
Munich.
