Ukrainian President Leonid Kuchma arrived as an unwelcome guest in the Czech capital late Thursday, defying blunt warnings to stay away because of alleged arms smuggling to Iraq.
Kuchma, captured by television cameras in amiable conversation with Italian Prime Minister Silvio Berlusconi on his way into the gala dinner Thursday night, attended Friday's EAPC session, but was kept well away from Bush.
With deft linguistic diplomacy, NATO resorted to the French-language alphabetical order to seat delegations, ensuring that Ukraine was far removed from the United States and the United Kingdom, which would otherwise have been its neighbors.
In French, the United States is "Etats-Unis" and Britain is "Royaume-Uni."
