Russia's 2001 Arms Exports Reach $4.4 Billion, Minister Says

MOSCOW --- The Russian Entrepreneur magazine has published an interview
with Mikhail Dmitriyev, Russian deputy defense minister and head of Russian
committee for military and technical cooperation with foreign countries. In
his interview he reiterated that Russia's arms exports reached a record
U.S. $4.4 billion.

Russia is a major arms trader. I think this positive trend will remain further on. It is important that the reorganization initiated by President Putin in 2000 (the creation of single state arms exporter Rosoboronexport) ensures efficiency and better control over military and technical cooperation. The measures taken helped us strengthen Russia's positions on the international market. We are looking optimistically in the future, both in the short and long term."

Dmitriyev said Russia had shown very good sales in the first half of 2002,
with India and China remaining strategic customers, but their share is
gradually diminishing, in line with Russia's efforts to diversify its arms
sales.

"We are happy that we have managed to enter new markets, as evidenced by
the increasing number of our customers in South America and Southeast
Asia," the magazine quoted Dmitriyev as saying.

He also dwelled on the tasks assigned to the Russian Committee for Military
and Technical Cooperation with Foreign Countries. Dmitriyev said that the
committee's creation has seriously changed this area.

He compared the committee with a "foreign ministry in the military and
technical cooperation domain."

"Our top priority is to form the right policy in the sphere," Dmitriyev said.

He noted that there is no overlapping of functions between the committee
and Rosoboronexport. Dmitriyev said the committee "defines state policy in
the sector to economically regulate foreign trade to prevent any damage to
Russia."

Speaking on the Russian export structure, he said aviation remains the top
seller, followed, in decreasing order, by naval products, armored vehicles
and air defense systems.

"We have recently registered an increasing rise in the sales of air defense
systems not seen before. The famous S-300, Buk and Tor missile systems have
proven to be in brisk demand pushing toward top-selling roles," Dmitriyev
said.

He also noted that Russian aircraft, especially helicopters, are good
sellers too.

"Our helicopter programs are very popular so it is easy for us to reach new
markets," Dmitriyev said.

He also supported the idea of creating large integrated companies within
the defense industry. "It is a timely development substantiated by global
practice that such integrated holdings and concerns should have the right
to export their products independently. However, given the current
situation, these companies should be allowed to export their products
independently after they have set up production and formed bodies able to
work with foreign partners. The industry must be spared of any the fuss and
unnecessary competition seen before. Fortunately, those detrimental
tendencies have largely disappeared," Dmitriyev said.

He also suggested that the military and technical cooperation is "closely
tied with politics, even more so now, amid stiffer competition."

"The methods our competitors are employing have, at times, been unethical,
hitting us below the belt. We have often been heavily pressurized on the
international arena, both politically and economically, with these efforts
aimed to block access to new markets for us or force us out of the markets
where we have a presence. If you look at how recent arms supply tenders
were held, actually, anywhere in the world, you are very likely to see an
element of political lobbying there," Dmitriyev said.
