JMSDF is developing so-called "8/8" naval battlegroups each centred around a Kongo (really a missile cruiser; there was a rumor couple years ago that some members of this class had also been fitted with an 8 inch main gun) and a "carrier" of some sort, the Osumis for now. Osumis can probably now carry out this floating C3I function that the Lt. Col. has discussed in regards to Varyag. Larger carriers are on the drawing board, an example of which is below, which they are using the excuse for developing the retirement of their aviation destroyers that can each carry a couple of helicopters. They are slowly moving towards large carriers, but probably not Nimitz-class supercarriers, perhaps having lots of advanced cruise missiles from VLS, armed UAVs and RPVs. Defensive? Probably not, but they are using the rubric of international peacekeeping and disaster relief to justify this, and the US is probably encouraging them along...
