China Jets Aim for Regional Markets

HONG KONG (AP) - Challenging international aircraft makers, Chinese officials are launching a commercial venture to turn out medium-range aircraft intended for regional flights within China and other developing markets.



The State Council, or Cabinet, approved spending $602 million on the venture, to be based in the northern city of Xi'an. It plans by 2006 to launch a medium- range jet that could use the relatively short runways usually found at China's regional airports, China Aviation Industry Corp. I said in a statement posted on its Web site.

The new venture is to be called AVIC I Commercial Aircraft Ltd. Details of its ownership and management structure were not given.

AVIC I said it has already invited international tenders for developing engines and electronic systems for the aircraft, to be called ARJ21, which stands for "advanced regional jet for the 21st century."

The 60- to 90-seat aircraft will be suited for flights in China, most of which carry fewer than 100 passengers. But it would also be aimed at aircraft markets in other parts of Asia, Africa and South America, it said.

"Domestically, we expect to sell at least 300 ARJ21 aircraft within 20 years," the official newspaper China Daily on Monday quoted AVIC I's assistant president, Tang Xiaoping, as saying.

AVIC I's offices in Beijing were closed Monday for a national holiday.

Aircraft manufacturers have long seen China as a huge potential market for their jets, but China has also made the development of a domestic aircraft industry a strategic priority.

In a massive overhaul of its aviation industry, China set up 10 new state-owned corporations in 1999, splitting its main aircraft maker AVIC into AVIC I and AVIC II. AVIC I, which employs some 240,000 workers in 53 industrial enterprises, focuses on producing large and medium-size aircraft, while AVIC II makes smaller aircraft and helicopters.

AVIC I now produces parts for Boeing jetliners and other non-Chinese aircraft. It also makes military aircraft and the Y-7, a smaller, civilian-use passenger jet that seats up to 60 and is used mainly on domestic routes.

Chinese aviation experts have forecast that the country will need about 1,500 new passenger jets by 2020 to meet rising demand for air travel.

The Civil Aviation Administration of China transported 67.2 million people in 2000, the third-largest passenger transport volume in the world. It expects Chinese airlines to be carrying 100 million passengers a year by 2005.
