INDONESIAN FOREIGN MINISTER TO DISCUSS ARMS CONTRACTS DURING MOSCOW VISIT
Moscow, 25 September: Arms trade contracts will most likely figure on the agenda of
the talks that Indonesian Foreign Minister N. Hasan Wirayudha plans to hold in Moscow
during his visit from 25-28 September.
"Russia views Indonesia as a promising importer of Russian arms, at least for the
next ten years," Kremlin sources told Interfax on Tuesday 24 September . They said
that "arms contracts will be discussed at the first meeting of the Russian-Indonesian
commission for trade, economic and technical cooperation, which will be co-chaired by
Wirayudha in Moscow."
Foreign Ministry sources told Interfax that a draft agreement on military ties,
which will replace the memorandum signed in 1996, has been presented to Indonesia.
Maxim Pyadushkin, Deputy Director of the Centre for the Analysis of Strategies and
Technologies, told Interfax that "just recently, Indonesia did not have any Russian
or Soviet-made weapons, except for a few armoured vehicles, as Indonesia mostly
imported weapons from the West".
In the late 1990s, Indonesia began to diversify sources of arms import and showed
interest in Russian arms. This was partly explained by the US embargo on arms export
to Indonesia, introduced in 1999 in response to Indonesia's operations in East Timor,
which was previously a former Portuguese colony and is now an independent state.
