BBC apologizes to Lithuania over report on arms sales to Somalia

The head of the BBC's Programme Complaints Unit has written a letter of apology to the Lithuanian Foreign Ministry admitting the BBC's mistake in disseminating an allegation originally made in an AFP agency report that Lithuania had broken the UN arms embargo against Somalia. It later emerged that a Latvian and a Polish company were alleged to have exported weapons to the country. The following is the text of the report in English by the Baltic news agency BNS:
Vilnius, 30 August: The British public broadcaster has apologized to Lithuania for mentioning Lithuania among the countries that breached an arms embargo on Somalia.
"We admit that Lithuania has not been mentioned (in the United Nations' report - BNS) and the fact confirms that our information was wrong," the letter of apology says. The Lithuanian Foreign Ministry received the letter signed by Fraser Steel, head of the BBC's Programme Complaints Unit.
On 11 July the French news agency AFP, and on the following day the BBC, disseminated information on a UN experts' report where Lithuania is allegedly referred to as a country that during the past 10 years breached the arms embargo imposed on Somalia by the UN.
In fact the report points out that in March 1994 the Latvian company Arnex and the Polish company Cenrex allegedly sent a consignment of grenade launchers, automatic pistols, pistols, revolvers and projectiles to Somalia.
Lithuanian Foreign Vice-Minister Justas Vincas Paleckis sent letters to AFP and the BBC where he expressed hopes that in future the names of Lithuania and Latvia would not be confused.
An arms embargo was imposed on Somalia in 1992 after President Siyad Barre was overthrown. There is chaos in the country and internal fighting between clans and warlords.
