publicity to enemy это пропаганда на противника. И в предложении речь про зверства противника. Выше верно подмечено, нет смысла рассказывать вражескому солдату что он тут всех зверски геноцидит по-всякому.
Если это правда, то он в курсе и его совестить бессмысленно. Если не правда, то тем более.
