It is likely that Enver probably imagined a meeting engagement in the Black Sea between Germans and Russians that would result in shots being fired.37 In any case, this abrogation of authority to Vice Admiral Souchon was the proximate cause of the Black Sea raids, which brought Turkey directly into the war.
