Actually, in Sir Walter Scott's piece "may not" means just that - an implicit prohibition and a categorical moral restriction, albeit self-imposed in this case. "You may not" is just as undisputedly prohibitive as "you must not" for example but the source of the prohibition originates from the speaker, whether said prohibition directed at someone else or the speaker themselves.
