Методология хромает и законы плюс секретность везде ставят палки в колеса. Попытки проверить объективную эффективность применимых пыток натолкнулись на закон о запрете экспериментов на людях и нанятые для проверок контакторы ничего путного выдать не смогли.

An "informal operational assessment" of the program, led by two senior CIA officers who were not part of the CIA's Counterterrorism Center, determined that it would not be possible to assess the effectiveness of the CIA's enhanced interrogation techniques without violating "Federal Policy for the Protection of Human Subjects" regarding human experimentation. The CIA officers, whose review relied on briefings with CIA officers and contractors running the program, concluded only that the "CIA Detainee Program" was a "success" without addressing the effectiveness of the CIA's enhanced interrogation techniques.^^

Вообще тянуть за хвост кошку в США очень популярно. Если уж пытали то хотя бы с солидным подходом делом, как во времена Малюты Скуратова, с дыбой, каленным железом и прочими причиндалами. А так заработали реакцию общественного мнения и толку особого не вышло. Замечу похожий подход в США наблюдается в соблюдении конвенций о правилах войны. Когда принимаются на вооружении или разрабатываются разрывные пули которые как бы не разрывные и кассетные боеприпасы которые как бы не кассетные, и противопехотные мины которые как бы не мины.
