Bush Proposes More Than $372 Million In U.S. Aid To Foreign Militaries

WASHINGTON - White House wants to dole out $372.5 million in immediate aid to the militaries of other nations cooperating in the U.S.-led campaign against terrorism, a move that would provide Pakistan with $75 million and Afghanistan ith $50 million, according to U.S. government budget documents.

The request for $372.5 million in Foreign ilitary Financing (FMF)
is folded
into the $27 billion emergency supplemental request U.S. President George W. Bush
sent to the Congress March 21, according to budget documents obtained by
DefenseNews.com. Funds provided through the State Department-run FMF program,
given as grants rather than loans, must be used to buy defense-related goods and
services, primarily from U.S. contractors.

Nations in Central Asia slated to receive new money under the White House's 2002
emergency spending request include Georgia and Nepal, $20 million each; Uzbekistan, $11 million; Kyrgyzstan, $9 million; and Tajikistan, $3 million.

Turkey would receive $28 million under the proposal.

The Philippines, fighting insurgent groups with links to global terrorists, would receive $25 million.

East African militaries also are poised to benefit from the administration's new spending request. The proposal seeks $15 million for Kenya, $3 million for Ethiopia and $2 million for Djibouti.

In the Middle East, Bahrain would receive $28.5 million; Oman, $25 million; Jordan, $25 million; and Yemen, $20 million.

South American militaries that may receive new U.S. military assistance include Columbia, slated under the administration proposal for $6 million, and Ecuador, $3 million.
