A: According to the United States Navy, when the battleship New Jersey was decommissioned and inactivated, its operating systems,
including the propulsion system, were rendered inoperable. Inactivating the shipboard operating systems was necessary to ensure that the ship
was safely and securely stored until a final disposition decision was made. The high cost and effort required to restore the ship to a safe and
reliable operating condition made steaming the ship under its own power to the east coast unfeasible.
