Я этот вопрос задавал на форуме Russian Battlefield, и вот что мне ответили:

The description fits both the standard Nebelwerfers and the big 28 and 32 cm rockets. My money in this case goes to the 28 cm rocket because it's effect was based on air pressure created by the explosion. It's body was made out of thin metal sheet and it did not produce splinters (no ricocheting). The 32 cm rocket on the other hand was filled with some sort of jellied gasoline similar to napalm. The real rocket launchers, 15 cm and 21 cm, had the grenade at the tail and also had a splinter effect.

But in general the idea with the rocket launchers was to create so high density of explosions that the rapid changes in air pressure were able to kill and wound people in the target area. On top of this they had a very big psychological effect. However, they were not very effective against an enemy that was well dug in.

Contrary what was explained in the previous message these weapons were not intended for spreading smoke. That was just a cover story to hide their true purpose. But when used they certainly did produce a lot of smoke.
