"There are a number of Russian studies and books that cover organization in general, but no detailed information. For that (in particular the detailed tables) I had to turn to the German wartime documents.
They captured a large quantity of paper in the opening phases of the war. Unfortunately, Fremde Heer Ost (Foreign Armies East, the military intelligence section dealing with the Soviet Army) was grossly overconfident at first and thought that the war would be over by the end of the year. Thus, they did not bother to save or analyze any of the paper they captured during 1941. It was not until General Gehlen took over in early 1942 that they started translating the captured shtats.
Thus the German record contains a few shtats from 1941, very good coverage of early and mid 1942, some stuff from late 1942, more again in the late spring of 1943, and practically nothing after that."
