JL-2 is expected to enter service around 2008, some nine years after DF-31. A report in 1999 stated that the converted Golf-class trials submarine had been modified to test launch JL-2 missiles, and it was expected that the first launch would be carried out in 2000 or 2001. A planned launch was reported in September 2001, but this was cancelled. The first launch was made from the trials submarine in August 2002, with a reported range of 6,000 km. A second flight test was made in 2003, a third in August 2004, and a fourth in May 2005. It is expected that four to six Type 094 nuclear-powered submarines will be built, and the first of class was launched in July 2004. It is expected that the first operational launch of a JL-2 missile from the Type 094 submarine will be made in 2006/07, and that by 2010 there will be three boats in service. Each boat is expected to carry 16 missiles, and it is believed that a total of 70 to 110 missiles will be built. It is expected that the missiles and submarines will be based at Jianggezhuang, near to Qingdoa, which is the base for the JL-1 missiles and 'Xia' boats.Following the refit of the Xia-class submarine, which was completed in 2000, it is possible that this boat may carry JL-2 missiles, although it is believed that the refit was to enable JL-1A missiles to be carried.
