WASHINGTON, June 20 2005 (UPI) -- Israel's superlative military capabilities have been recognized by Bulgaria's Supreme Administrative Court, which has ordered the Ministry of Defense to resume canceled talks with Israeli armaments company Elbit Systems Ltd about upgrading Bulgaria's aging Russian-built military helicopters to NATO standards.

A Bulgarian Defense Ministry official speaking on condition of anonymity said that a three-judge panel of the Supreme Administrative Court acted on an appeal by a consortium for the project that included Elbit and Lockheed Martin; a Defense Ministry spokesman had no comment.

In March Bulgaria scrapped an incipient agreement to hire Elbit to modernize its fleet of Russian-made 12 Mi-24 helicopter gun-ships and six Mi-17 transport military helicopters. The ministry had chosen last December to hire the Elbit-led tie-in with Lockheed Martin to upgrade the Mi helicopters.

Russia's federal service for military and technical cooperation earlier announced that aircraft manufacturer Mil had not certified Elbit to make the needed upgrades. Elbit had put in a bid to make the upgrades for $76.4 million, compared to a British BAE Systems $171.5 million offer, a $147 million Israel Aircraft Industries tender and a $107million) bid by French Sagem SA.
